The Rovers boss will be handed around £50million by new owners Venkys to transform a squad who looked prime relegation candidates last season after the shock sacking of Sam Allardyce.
The priority is a pair of strikers, with Rovers closing in on Tottenham’s much-travelled Robbie Keane, 30, and Freiburg’s Senegal striker Papiss Cisse.
Rovers have also checked out Malaga’s Venezuelan striker Jose Rondon, Brazilian international centre-half Miranda, 22-year-old wide man Pablo Piatti and Russian international right-back Alexander Anyukov of Zenit St Petersburg.
